Robert Marrocco

Global Head, Exchange Traded Products, Texas Stock Exchange 

Prior to joining Texas Stock Exchange (TXSE), Rob was vice president and global head of ETF listings for Cboe Global Markets, Inc. (Cboe). Since joining Cboe in 2025, Rob helped build its ETF business from 20 listed funds to over 1,000 unique ETFs globally. At Cboe, he became a champion for continued innovation across the ETF ecosystem while providing exceptional listing experience for more than 120 issuers on listing venues in the US, EU, UK, Canada, and Australia. Earlier in his career, Rob held several positions at the New York Stock Exchange (NYSE) where he served as a member of the exchange's global index and exchange traded products team.

 

Deborah Fuhr

Founder of ETFGI

Previously Deborah Fuhr served as global head of ETF research and implementation strategy and as a managing director at BlackRock/Barclays Global Investors from 2008 – 2011. She also worked as a managing director and head of the investment strategy team at Morgan Stanley in London from 1997 – 2008, and as an associate at Greenwich Associates. 
 
She has been working with investors, ETF, ETP providers, index providers, exchanges, MMs and APs, regulators, trade associations, custodians, law firms, accounting firms around the world since 1997.

Past awards for Ms Fuhr include she was the recipient of the 100 Women in Finance 2017 European Industry Leadership Award, the 2014 William F. Sharpe Lifetime Achievement Award for outstanding contributions to the field of index investing and she named one of the “100 Most Influential Women in Finance” by Financial News over several years, most recently in 2016.

Ben Fulton

CEO, WEBs Investments

Ben Fulton, a pioneer in the exchange-traded fund (ETF) industry, has significantly influenced the global financial services sector for over 30 years. Fulton's insights are regularly featured on CNBC and Bloomberg, and he is a sought-after keynote speaker at industry events. With a prolific career spanning over 25 years focused on ETFs, he has received nine ETF of the Year awards and numerous other accolades.

Ben's impressive career includes roles such as Managing Director of Tactical ETFs at ProShares, where he expanded the AUM of the Tactical ETF suite by $15B. At Invesco PowerShares, he served as Managing Director of Global ETFs, growing the firm into the world's fourth-largest ETF issuer with over $75B in assets. As President and founding partner of Claymore Securities, he oversaw the development of various product offerings. Before that, he was Managing Director of Structured Investment Products at Nuveen and Senior Vice President of Product Development at Nike Securities.

Ben's financial consultancy experience includes positions at Thomson McKinnon Securities and The Bear Stearns Companies. He holds a Bachelor of Arts in Business Administration from Taylor University.
